Background

The National Center for Child Abuse Prevention (NCCAP/CNPAC) – a national non-governmental organization established in 1997 – is a leading organization in the Republic of Moldova dedicated to preventing child abuse, promoting children’s rights, and creating a safe and supportive environment for all children. For 27 years, CNPAC promotes children’s right to protection against all forms of violence, focusing its activities on raising awareness, educating, and encouraging society to prevent and stop all cases of child abuse.

The National Center for Child Abuse Prevention (NCCAP/CNPAC) has been actively working to safeguard children’s rights and promote inclusive, safe, and non-violent environments in the Republic of Moldova. In light of the ongoing conflict in Ukraine and its significant impact on refugee children and their families, CNPAC has launched the project “Together for Education: Empowering Refugee Families in Moldova.”

The project focuses on improving access to education and psychosocial support for Ukrainian refugee children living in Cahul and Comrat. These children face barriers such as language differences, disrupted schooling, and social isolation, as many continue their education online through Ukrainian schools. By fostering community engagement and addressing these challenges, the project aims to promote the inclusion and well-being of refugee children and their families.

Role Summary

With the purpose of fulfilling the project objectives the CNPAC is looking for the Community mobilisation expert, a persons who will play a central role in ensuring the successful implementation of project activities by acting as the primary coordinator and driving force behind community engagement and project management. The specialist will oversee outreach, community mobilization, and collaboration with stakeholders to ensure that project goals are met efficiently and effectively.

Duties and Responsibilities

The Community Outreach Specialist will be responsible for a wide range of activities that ensure the successful coordination and execution of the project. The role involves managing operational aspects  fo the project, but also engaging with the community and building capacity to achieve the project’s.

Key responsibilities:

1. Project Coordination:

  • Follow the CNPAC policies and procedures in the implementation of all activities
  • Lead day-to-day planning, coordination, and implementation of project activities
  • Monitor project timelines and budget, and ensure all deliverables are achieved according to schedule
  • Organize all operating activities under the project
  • Coordinate project activities with the project partners
  • Monitor the activity of program consultants and provide guidance during the implementation of their activities
  • Review narrative reports submitted by consultants
  • Compile internal reports on implementation of the project and draft reports to the donors
  • Act as a liaison between CNPAC, local authorities, NGOs, and community organizations to ensure smooth collaboration.

2. Community Engagement:

  • Develop and implement community outreach strategies, in collaboration with Communication and outreach expert, targeting Ukrainian refugee families
  • Facilitate peer-to-peer support groups for refugee families and community members
  • Coordinate workshops and information sessions for parents, caregivers, and local stakeholders.


3. Capacity Building:

  • Support training programs for teachers, facilitators, and non-education personnel to foster inclusive and trauma-informed educational environments.
  • Collaborate with trainers and specialists to ensure high-quality delivery of psychosocial support and remedial classes.

4. Administrative Support:

  • Draft Terms of Reference for consultants, trainers, and service providers.
  • Elaborate terms of reference for project procurements
  • Oversee the organization of logistics for training sessions, workshops, and community events
  • Perform other duties that are essential for the quality implementation of activities

    Skills and Qualifications

Essential:

  •  Bachelor’s degree in Social Sciences, Education, Community Development, or a related field
  • At least 3 years of experience in project coordination, community outreach, or education-related roles
  • Proven ability to work with diverse and vulnerable populations, including children and refugees
  • Strong organizational skills, with the ability to manage multiple tasks and deadlines
  • Fluency in Ukrainian, English, and Russian (written and spoken); Romanian proficiency is an asset
  • Excellent organizational, planning, and resource management skills
  • Ability to work in a team and coordinate multidisciplinary activities
  • Knowledge of funding programs and experience in budget management
  • Strong writing skills and ability to adjust programmatic activities based on changing circumstances and in response to needs articulated by local partners and program stakeholder
  •  Strong computer skills
  • Excellent communication and interpersonal skills, with the ability to build trust and collaboration among stakeholders and beneficiaries
  • Ability to manage multiple tasks and to meet set deadlines
  • Training in project management, M&E, and other relevant fields for this position, with certificates
  • Commitment to principles of equality, non-discrimination, and child safeguarding.

Organization of the competition:

The competition will consist of a written test and an interview. The topics of the written test will assess professional knowledge. Candidates who pass the written test will be invited to an interview with the selection committee.
